David Dutwin and Paul Lavrakas lead-off the issue providing an overview of trends in landline and telephone productivity. As a result of increases in non-working numbers, refusals, and the use of call screening, landline productivity has declined over time. Cell phone productivity, in contrast, has declined less precipitously, though they do find evidence that potential cell phone respondents are increasingly disinclined to answer calls from unknown numbers. Even so, at least in the near future, cellphone sampling remains viable.
